Changes to proposed building annex on Rocky River Dr are approved as presented.


Parking lot and landscaping are approved with the following conditions:

1. Revise landscape plan so that there is a clear delineation between areas that will be grass and areas that will be mulched beds.

2. Provide a photometric plan

 

Notes:

Applicant verbally committed to completing parking lot and landscape plan by the fall. Committee’s recommendation to ‘approve’ without asking for a second committee meeting is based on a good-faith understanding that the lot will be completed in the fall.


City Planning Staff and KCDC request a community meeting to show proposal to and solicit feedback from neighbors prior to final Design Review approval.

DRC Meeting Summary/Discussion Topics 


Q: Is the drainage sufficient?

A: The lot’s grading and drainage have been designed by a civil engineer. The lot will meet NEORSD requirements.


Committee recommends exploring the possibility of partially grading the lot towards a sewer tie-in to the northeast.


Q: Will the parking lot lighting negatively impact neighbors?

A: The parking lot light poles and fixtures have been selected to minimize impact on adjoining properties. A photometric plan will be provided.


Q: Will an irrigation system be provided? Committee strongly encourages provision of an irrigation system. This will be a big help in getting the plantings established. It would be a shame to invest a considerable sum of money in robust landscaping, only to see a high mortality rate due to lack of water.

A: Mosque would be happy to provide an irrigation system.
