Committee Questions, Comments, and Concerns

  • What is the method of lighting?
  • Are they over the required signage by code?
  • Will the pole for the pylon sign be painted?
  • Missed opportunity with the pylon sign?  Waterloo is an arts district, consider using something more artistic with signage/pole.  The location of the business is at the entrance to the arts district.
  • What are the materials used for the sign(s)?  Per the contractor, the proposed sign will be plastic panel with vinyl letters.
  • Too much signage for the building.
  • NE DRC usually does not allow phone numbers on signs.  Please remove.
  • Will there be signage in the window competing with the sign you are proposing?
  • Should be held to signage code by enforcing the maximum signage allowed.
  • Would like to see the owner in the next Design Review meeting to express concerns heard today.

 

 

Councilman Polensek provided additional statements about the business being closed for over a year, that there was work being done without it going through the proper city processes.  Residents were concerned about the business operations of a used car lot.  The grass is overgrown and upkeep has been minimal.  This is a gateway to the Waterloo Arts District.  There was no effort to dress it up, paint, landscape, select an acceptable color scheme, etc.  Spoke with the owner about being in a Design Review District and the vision for Waterloo.

 

 

J. Boksanksy & J. Barberee (NES).  Said they concur with the Councilman's comments.  NES did speak with the new owner, to explain the Design Review District and the vision for the arts district.  They even suggested the storefront renovation program.

 

Motion to disaprove the sign as presented by all members present.

The sign project was presented by Skip Collins of All Signs + Designs.  The business/property owner would like to keep the signage as is.  The signage was put up without proper permit and review in 2015.  An exact sign package was presented to the Committee in the fall of 2015, it was reviewed and denied at that time.  The attorney for business owner presented code language that states that a phone number is required to be displayed prominently.

 

Committee Comments, Questions, & Concerns

  • Would like to see a more creative sign design for the pole, because the frame is curvelinear but a square box sign is currently being proposed.
  • Would like the pole on the pole sign to be painted white.
  • Committee suggests to keep the primary sign face as is and redesign the pole signage.

 

Councilman Polensek and NSDC are in attendance at the meeting to provide additional comments.  Councilman Polensek feels that Committee has made good recommendations for the sign plan.

 

Motion to table the sign plan as presented with the request that they resubmit the sign plan keeping the primary signage as is, removing all text from the side elevations, and redesigning the pole sign.  Sign plan can be resubmitted for electronic review.
