Description: Demolition of existing school, construction of new school
Notes:  
Project consists of the demolition and site preparation (3.25 acres) of the existing Orchard School of Science K-8 site located at 4200 Bailey Avenue at West 44th Street. The existing brick structure is currently in the demolition phase. The abatement has been completed and demolition will be completed in November 2010. The site will be graded and seeded in preparation for the new construction which is scheduled to begin in January 2012. The new school structure will be a 3-story, 64,300 S.F. building accommodating 450 Pre-K thru 8th grade student population. Proposed building materials will primarily be masonry - combination of color and textured brick/block as well as accents of colored metal panels. The site will include separate drop-off areas for students arriving by car vs those arriving by bus. The existing decorative fence will remain on site and will be restored. The grove of trees on the West 44th Street frontage will also remain. Other site features include a playground and open grass areas.

Committee moved to approve the final design development drawings for the school, including the site layout, building massing and materials, w/the understanding that the sponsor will:

1. Relocate the remnant section of the Brinsley Tyrrell decorative fence from atop a retaining wall along the Bailey Avenue building frontage to the front property line of the Bailey Avenue surface parking lot. The removed section of fence will be replaced by either a new version of the Tyrrell fence (assuming additional outside funding can be secured) or by 4'-tall decorative picket fencing identical to that being used to enclose the pre-Kindergarden/Kindergarden playground area.

2. Explore the use of darker-colored panels and breaks in the continuous white-colored parapet wall above the third floor windows in an effort to reduce the building's mass along its east and west elevations.

CMSD willl work with its design team to undertake a design and cost analysis of the proposed changes and present their findings to the Planning Commission at its April 1, 2011 meeting.
