Property's existing rear retaining wall and extreme grade differential relative to abutting properties to the east preclude the installation of a screening fence. Rather, the existing retaining wall and grade change combines to provide the desired screening, particularly in Summer when the foliage is green. Applicant should stabilize the retaining wall, clear-out brushy vegetative undergrowth and re-plant with native vegetation.
